Values & sources

Original reports and data, grouped by the questions they help answer. Chart notes explain each measure’s period, geography and limitations.

Young people

City population, district enrollment, university coursework and ZIP-code births cover different populations. They are not interchangeable.

Values & sources

Affordability

Poverty measures describe people; ALICE describes households. Income limits and survival budgets use different definitions and reporting years.

Values & sources

Housing

ACS owner-occupied values are survey estimates, not current sale prices. The home-value-to-income ratio divides two separate medians from the same period.

Values & sources

Workforce

City-boundary job flows do not identify workers’ children, school districts or reasons for commuting. Industry job balances are not direct commuter counts.

Values & sources
Definitions

Plain-language explanations of terms used throughout the dashboard. Each chart’s notes give the specific dates, boundaries and methods.

Reading the numbers

ACS — American Community Survey
The Census Bureau’s ongoing survey of people and housing. A five-year estimate, such as 2020–24, combines responses collected across those five years; it is not a count taken only in 2024.
Census benchmark
A reference count from the national census conducted every ten years. Its date and method differ from ACS survey estimates.
Estimate, modeled value and forecast
An estimate uses available evidence to approximate a value. A modeled value is calculated using assumptions or relationships. A forecast projects future conditions. None is an exact observed count.
Margin of error
A measure of sampling uncertainty around a survey estimate. Small differences between estimates may not represent a real change. Other kinds of error can also occur.
Median
The middle value: half the observations fall below it and half above it. Unlike an average, it is less affected by a few very large values.
Percent change and percentage points
A change from 20% to 30% is an increase of 10 percentage points, or a 50% increase relative to the starting value.
Indexed comparison
A chart that sets each series’ starting value to 100 so changes can be compared. A value of 80 means 20% below that series’ baseline, not 80 people.
Reporting period and dollar year
The reporting period tells you when data were collected. The dollar year tells you the purchasing power used for monetary values. Nominal dollars have not been adjusted to a common year for inflation.
Income-bracket range
When a dollar cutoff falls inside a published income bracket, the dashboard shows bounds by counting none or all of that bracket. This range is not a statistical confidence interval.
Correlation and causation
Two measures can move together without one causing the other. Establishing a cause requires evidence beyond parallel trends.

People and education

Household and family
A household is everyone living in one housing unit, including a person living alone or unrelated roommates. A Census family consists of two or more people living together who are related by birth, marriage or adoption.
Householder
The person in whose name a home is owned or rented. A household with a householder aged 65+ can include younger people.
City, school-district and ZIP-code boundaries
These cover different areas. Ashland city population, residents within the school district and births in ZIP 97520 cannot be treated as the same population.
ASD — Ashland School District
The public school district serving Ashland and surrounding areas within its boundary. Enrollment counts students attending district schools, not every school-age child living in the city or district.
SOU — Southern Oregon University
The university in Ashland. Its enrollment and coursework measures include students with different study loads and places of residence.
Headcount
The number of students counted in a defined reporting period. A part-time and a full-time student each count as one person; totals across terms may include the same student more than once.
Credit hours
A measure of coursework. More students, or students taking more courses, can increase credit hours without the same change in headcount.
FTE — Full-time equivalent
A way to express activity as full-time study loads rather than people. The dashboard’s annual SOU equivalent divides undergraduate credit hours by 45 and graduate credit hours by 36, then adds them. Other reports may use different definitions.
Resident births
Births assigned to the parent’s place of residence, rather than the hospital where delivery occurred. The dashboard’s ZIP-code series is not a count of deliveries at Ashland’s hospital.
FLO Analytics
The firm that prepared ASD’s 2022 enrollment forecast. Its preferred and low scenarios reflect assumptions made at that time, not current actual enrollment.

Income and basic needs

AMI / MFI — Area Median Income / Median Family Income
HUD’s regional family-income reference, used in housing programs. For Ashland, it refers to the Medford area, including Jackson County—not the city’s median household income. Program limits vary by household size and may include adjustments rather than being simple percentages.
HUD — U.S. Department of Housing and Urban Development
The federal housing agency that publishes income limits and housing data and oversees housing assistance programs.
FPL — Federal Poverty Level
Common shorthand for federal poverty guidelines, used by many assistance programs. Census poverty statistics use related but different statistical thresholds. Household size, year and program rules matter.
ALICE — Asset Limited, Income Constrained, Employed
Households above the poverty level whose income falls short of a local basic-needs budget. The dashboard’s “below the ALICE threshold” total includes both households in poverty and ALICE households. It is not a direct count of households without savings or home equity.
Household Survival Budget
United For ALICE’s estimate of basic costs for a particular household size and composition in a county. It includes necessities and taxes but no savings category for future goals or emergencies.
Gross income
Income before taxes and other deductions. It is different from take-home pay; benefit programs may also use their own income definitions.
Income, assets and home equity
Income is money received over time. Assets are things a household owns. Home equity is the home’s value minus debt secured against it; it is not the same as cash available to pay bills.
Acute hardship and economic fragility
Descriptive labels used by this dashboard for risks to basic necessities and limited ability to absorb setbacks. They are not official government classifications or diagnoses of individual households.
SNAP and OHP
SNAP is the Supplemental Nutrition Assistance Program for food assistance. OHP is the Oregon Health Plan; OHP Bridge extends health coverage to some adults above the usual adult OHP income range. Income alone does not determine eligibility.

Housing and work

Cost burden and severe cost burden
In this dashboard, spending 30% or more of gross income on housing is cost burden; 50% or more is severe cost burden. Severe burden is included within the broader measure.
Gross rent
Rent plus tenant-paid utilities and fuels. It is broader than the rent payment alone.
Owner-occupied home value and sale price
The ACS home-value estimate covers homes occupied by their owners. A median sale price describes homes that sold during a specified period. These are different measures and can move differently.
Home-value-to-income multiplier
Median owner-occupied home value divided by median household income. It compares two separate medians, not the purchase budget of a typical buyer.
Down payment, PMI and debt-to-income ratio
A down payment is the buyer’s upfront share of the price. PMI is private mortgage insurance, often charged on conventional loans with smaller down payments. A debt-to-income ratio compares monthly debt payments with gross monthly income.
Affordable and accessible housing
Affordable refers to cost relative to income or to a program’s price limits. Accessible refers to features that make a home usable for people with disabilities or mobility needs. One does not necessarily imply the other.
HCA, HPS and EOA
The City’s Housing Capacity Analysis examines housing needs and land capacity. Its Housing Production Strategy sets out actions to address housing needs. Its Economic Opportunities Analysis examines employment and economic development.
Worker inflow and outflow
Inflow describes people who live elsewhere and work in Ashland; outflow describes employed Ashland residents working elsewhere. These measures do not identify workers’ children or count daily trips.
Net industry job balance
Jobs located in Ashland in an industry minus jobs held by Ashland residents in that industry. This is not a direct count of commuters.
LEHD / LODES
Census employment data linking jobs with workers’ home locations. LEHD stands for Longitudinal Employer-Household Dynamics; LODES is its origin-destination employment dataset. Coverage and reporting years need to be checked for each table.
OSF — Oregon Shakespeare Festival
Ashland’s theater organization and a local employer. Staffing counts, visitor spending and audience travel are separate measures.
